Governor's yamen were discovered in time to prevent an outrage, and the plotters, traced eventually to a bouse rented by Formosans, were almost all arrested and shot. As the would-be assassins belonged to the Tuchun's Northern troops, the attempt seems merely to have been the result of personal enmity towards him.

The crisis in the North has not affected the situation in Foochow and district; the Tuchun, though attached to the Anfu Party, is expected to watch the issue and side with the victors.

The anti-Japanese boycott is as strictly maintained as ever, with the result that the import of Japanese goods has practically ceased. It is thus clear that the feeling against the Japanese is no mere outburst of fury, but a deep-seated hatred.

With regard to exports, the tea season promises to be the worst on record, Neither from Europe nor America does there appear to be any substantial demand, and trade with Russia and Siberia is out of the question until the situation in these two countries becomes more stable.

There have been great alarums and excursions during the quarter, Chien Chiung- ming having concentrated his troops on the Kuangtung-Fukien border with a view to an attack on Canton, to which he is said to have been continuously urged by Sun Yat- Opposed to Ch'en's 30,000 men Sen from the security of the Shanghai settlement. there are almost 10,000 troops under the Swatow Defence Commissioner, General Liu Chi-Lu. Since the receipt of His Majesty's consul's summary war has actually broken out between the forces of Kwangtung and those of Kwangsi, and Ch'en Chiung-ming, Commander-in-chief of the former, is already within measurable distance of Canton.

The students are as insistent as ever upon the strict enforcement of the anti- Japanese boycott, and continue to seize and destroy all "low-grade" goods. In Swatow a public burning of Japanese goods was conducted on the 30th June by the students, of whom the papers report that some 2,000 were present, making an aggregate crowd of over 10,000, who applauded vociferously.

The local press reports many instances of robbery and holding to ransom, especially in the Ch'ao-an (Ch'ao-chow) and Ch'ao-yang districts. There have been cases in which money was demanded with threats of violence on the streets of Swatow itself.

In connection with the literature of a Bolshevik nature, reported to have reached Canton from Fukien, investigations conducted by the Canton Civil Administrator indicate that this literature is not of a very dangerous type, being rather Socialist than Bolshevik Nor has it found a ready market here, for its principal, if not only, circulation takes the form of free distribution.

The 1st May was observed as "Labour Day" in Swatow for the first time, when there were large crowds in the streets and a lantern procession at night. There were no disorders, and the stoppage of work was far from general.
